<div class="MsoNormal" style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px;">
<span style="font-family: 'Times New Roman', serif; font-size: 12pt;">My name is Brian Silvey and I have been a professional guide and outfitter on the Deschutes River for 30+ years. I am writing to express my opposition to the proposed changes in ‘catch and keep’ Regulations. </span></div>
<div class="MsoNormal" style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px;">
<br /></div>
<div class="MsoNormal" style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px;">
<span style="font-family: 'Times New Roman', serif; font-size: 12pt;">The Lower Deschutes river trout population below Shears Falls has improved over the years due to protection of the slot limit of 10-13 inch and stream work. Promoting the harvest of 8 inch minimum length will drain already stressed resources, including the unintentional killing of juvenile steelhead that are also about that size as they head to the ocean in the spring and intentionally destroy generations of preservation and enhancement efforts. We need to keep protecting these fish and improve the regulations in a way to ensure they survive for many generations to come. The Deschutes is one of the best trout fisheries we have in the state of Oregon, we should be protecting these fish, not harvesting them. </span></div>
<div class="MsoNormal" style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px;">
<br /></div>
<div class="MsoNormal" style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px;">
<span style="font-family: 'Times New Roman', serif; font-size: 12pt;">In my professional and personal opinion the Deschutes River should be a CATCH and RELEASE river, which would simplify the Regulations and promote a stronger Steelhead and Trout fishery, thus increase revenue for the ODFW and the State. One of Oregon’s top license sellers for trout and steelhead fishing during the summer, if you want more License Sales protect the Lower Deschutes by making it CATCH AND RELEASE.</span></div>
<div class="MsoNormal" style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px;">
<br /></div>
<div class="MsoNormal" style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px;">
<span style="font-family: 'Times New Roman', serif; font-size: 12pt;">People travel from all over the world to experience the unique Wild Trout and Steelhead fisheries on the Deschutes River. We should be protecting this incredible resource, not intentionally destroying it.</span></div>

The Rivers around the Portland Area did not go up as much as other rivers especially the Southern Oregon Rivers.<br />
The Sandy and Clackamas are up but still very fishable from what I thought was going to happen with this big storm we were suppose to get.<br />
The Rogue is still at FLOOD STAGE and Peaked around 100,000 CFS.<br />
The Lower Umpqua also hit 100,000 CFS, that is a lot of water.<br />
Since we don't have much of a Snow pack on MT HOOD there is nothing to melt with the warm rain.<br />
I cancelled some trips because of the forecast for rain and high water, just goes to show we have all this info at our finger tips and still can be wrong on predicting fishing conditions.Brian Silveyhttp://www.blogger.com/profile/07106920674666261113noreply@blogger.com0tag:blogger.com,1999:blog-2384736894442701820.post-39086953416829383602015-01-29T17:43:00.000-08:002015-01-29T17:43:49.188-08:00SANDY RIVER FLY FISHING PHOTOS<div class="separator" style="clear: both; text-align: center;">

Was out last week with some success, we landed one nice wild fish with a few other grabs.<br />
The funny part is the fish we landed decided to grab the fly when I was trying to stretch my clients mono shooting line. I knew he was in a good spot but he was having trouble casting because the shooting line looked like a giant spring. All I felt was a little tap and thought it was a rock until I let go of his line the fish came tight. I guess you never know when it will happen so always be ready, even if your guide is messing with your line.Brian Silveyhttp://www.blogger.com/profile/07106920674666261113noreply@blogger.com0tag:blogger.com,1999:blog-2384736894442701820.post-24997128969800486992015-01-02T13:29:00.001-08:002015-01-02T13:29:20.523-08:00 INTERESTING STEELHEAD /RAINBOW TROUT STUDY<b style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px;">Steelhead/Rainbow Trout: Research Review Shows There Is No Normal For Oncorhynchus Mykiss</b><br style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px;" /><br style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px;" /><span style="background-color: white; color: #222222; font-family: Times New Roman; font-size: small;"></span><br />
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">"Oncorhynchus mykiss" is both a seagoing steelhead and a resident rainbow trout: O. mykiss can be either anadromous, spending much of its life in the ocean, or it can be a resident fish in rivers and lakes.</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">Scientists have studied O. mykiss for years (at least since 1944) and they still are somewhat puzzled as to how individual fish end up in one camp or the other. That was the subject of a recent survey of the scientific literature of O. mykiss and its life histories.</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">From the survey, a team of scientists revealed a fish with complex life histories: some remain in the river of their birth and spawn up to five times, some head to the ocean to grow (generally larger than their freshwater brethren) and return to spawn just one time, others dip in and out of the ocean and estuaries during their life history before returning to spawn.</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">What they do hypothesize is that whatever route the O. mykiss takes, it is the result of a complex interaction of its genes, the condition of the individual fish and the environment.</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">"There is no "normal" population of O. mykiss," said co-author John McMillan, science director at Trout Unlimited. "They literally are the fish of a thousand faces. They do whatever it takes to survive in a given environment, from large to small and young to old." McMillan at the time of the survey was a contract scientist with Frank Orth and Associates at NOAA Fisheries Northwest Fisheries Science Center.</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">These are challenging fish to understand, said Neala W. Kendall, research scientist with the Washington Department of Fish and Wildlife, and co-author with McMillan of the survey "Anadromy and residency in steelhead and rainbow trout Oncorhynchus mykiss: a review of the processes and patterns" that was published online this month in the Canadian Journal of Fisheries and Aquatic Sciences</span></span><a href="http://www.nrcresearchpress.com/doi/abs/10.1139/cjfas-2014-0192#.VKNEGSvF9qU" style="color: #1155cc;" target="_blank"><span style="font-size: 12pt;"><u><span style="color: blue; font-family: Times New Roman;">http://www.nrcresearchpress.<wbr></wbr>com/doi/abs/10.1139/cjfas-<wbr></wbr>2014-0192#.VKNEGSvF9qU</span></u></span></a><span style="font-size: 12pt;"><span style="font-family: Times New Roman;">.</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">"Our review indicates that whether a fish migrates to the ocean or matures in freshwater is influenced by interactions among its genes, individual condition (e.g., size, growth rate, fat content), and the environmental conditions it experiences," Kendall said. "While anadromy and residency are affected to a large degree by genetics, individuals might migrate or not based on the conditions in their environment."</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">Also contributing to the review were Matthew R. Sloat, post-doctoral scholar at Oregon State University; Thomas W. Buehrens, research scientist, Washington Department of Fish and Wildlife; Thomas P. Quinn, professor, University of Washington School of Aquatic and Fishery Sciences; George R. Pess, supervisory research fishery biologist, NOAA Fisheries; Kirill V. Kuzishchin, professor, Moscow State University; Michelle M. McClure, division director, NOAA Fisheries; and Richard W. Zabel, division director, NOAA Fisheries.</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">As they surveyed the literature (some were from Russian scientists and largely new to the science of O. mykiss in America), they were surprised by some of the inconsistencies in the data about O. mykiss' anadromy and residency, according to Kendall.</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">One interesting finding was that there is limited support in the literature for a number of commonly-held ideas about why O. mykiss individuals smolt or mature in freshwater, Kendall said. "For example, larger individuals don't always smolt. In fact, body size and growth are not consistent indicators of a fish's life history."</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">The evidence that the distance that fish must migrate through freshwater to reach the ocean predicted the rates of anadromy was inconsistent. "We were also surprised by the lack of data on both anadromous and resident individuals from a single population," she said.</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">Still, it was clear in the literature that there is a genetic influence: the tendency to be anadromous or remain in fresh water is at least partly heritable. They found that the "gene expression" that leads to smolt transformation is different, and there appear to be genetic differences in metabolism, "with anadromous individuals having higher metabolism costs than residents" (Sloat and Reeves, 2014), the report says.</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">The genetics does not preclude a resident rainbow trout from migrating to the ocean, nor a steelhead to stay put in freshwater.</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">The condition of individual fish is also telling, with higher levels of lipids (contributing to whole body fat) in resident fish. Looking at O. mykiss individuals in Southwest Alaskan streams and in the Deschutes River, both areas where the vast majority of O. mykiss remain in the river, it is clear that a rich food supply in the rivers precludes the need to seek food in the ocean.</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">The stream environment is a factor. Residency is higher in watersheds with cooler water temperatures, "higher summer flows, an abundance of food and adequate spawning habitat for smaller females," the report says. "Such conditions appear to maximize opportunities for development and survival in freshwater, thereby reducing the advantage of an ocean migration."</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">"Our review suggested that residents tended to be most abundant in streams with more stable flow regimes, relatively cold water temperatures and productive food supplies," McMillan said. "Testing this requires further research, but the hypothesis seems plausible if we consider that migration to the ocean is only necessary if a large enough size cannot be reached in freshwater.<span style="font-size: small;"> </span>In other words, there is little reason for a fish to migrate to the ocean if its growth and reproductive needs can be met in freshwater."</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">Finally, males and females are different and they tend to do different things, according to McMillan. "Males more frequently become residents and females more frequently become anadromous." He said the reason is "related both to size and behavioral tactics."</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">The authors suggest four categories for future study as they hone in on the anadromy/residency question for O. mykiss. They suggest studies that will help to clearly understand the effects of water temperature, the impact of food supplies and studies that will more explicitly test the effects of freshwater migration cost and marine survival on anadromy. "Lastly, it would be interesting to evaluate whether declines in anadromy over long and short time periods are associated with an increase in residency . and what those implications are for future environmental change," the report says.</span></span></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<br /></div>
<div style="background-color: white; color: #222222; font-family: arial, sans-serif; font-size: 13px; margin: 0in 0in 0pt;">
<span style="font-size: 12pt;"><span style="font-family: Times New Roman;">"I hope the paper highlights that O. mykiss as a species is really about their suite of life histories, the frequencies of which appear to be highly variable," McMillan said.<span style="font-size: small;"> </span>"And each life history can give rise to one another, and these patterns may change over time. It is very difficult to manage for this type of complexity.<span style="font-size: small;"> </span>Nonetheless, it appears that such life history diversity is fundamental to the evolutionary success of O. mykiss."</span></span></div>

<div style="text-align: center;">
Well we got out on the Sandy just before the big rains hit on Saturday.</div>
<div style="text-align: center;">
Friday was a perfect day with warm air temps and dry weather for the most of the day.</div>
<div style="text-align: center;">
We landed this nice Wild Hen on a Orange and Red Silvenator.</div>
<div style="text-align: center;">
Good way to start the season, now just need to wait for the water to drop.</div>
<div style="text-align: center;">
Hope everyone has a MERRY CHRISTMAS!</div>

The Welland Canal bypassed Niagara Falls about 60 years ago resulting in several species gaining a foothold in the Lakes.<br />
One of these was alewife,a small herring family of plankton feeder.Another was the lamprey.The top<br />
Salmonid predator native to the Lakes was the lake trout,but they were overfished and very vulnerable to lamprey predation resulting in a huge reduction in their numbers.Without a top predator around, the alewife population exploded. I remember in the 1960's the beaches in Chicago reeked with piles of dead alewives everywhere. West Coast salmonids were lamprey tolerant and were brought in to control the alewives.This result in spectacular runs of 20-30 pound Chinook in the rivers for sportsman and a thriving sports fishery. That's how steelhead came to the Great Lakes. BTW, the Chinook did not stay that big because the alewife numbers have fallen due to the widespread invasion by Zebra Mussels which are plankton filter feeders.<br />

The Day I fished the air was about 33 degrees and the river was 35 degrees. The River was flowing at 150 cfs with seasonal norm of 400 cfs. There were flows of ice coming down and my guide stood upstream to alert me to cast when there was a break in the ice to get the fly below the ice. On my fifth cast,the fly stopped and moved upstream, but I could tell it was too sluggish to be steel. It was a sucker.Suckers are native bottom feeders that also migrate to spawn in the same time frame as winter steelhead.My guide thinks that they follow the steelies to get eggs. A long,cold day later, I got two more suckers. In the late afternoon,a fine snow began to turn the river into a gray fog of invisibility. We went to a spot up river that has ledges with deep grooves looking like parts of the North Umpqua. One of these slots was about four feet wide,too narrow to swing,and forgive me but I used a bead under a float. I did get a small but real steelhead.<br />

<div class="separator" style="clear: both; text-align: left;">
Next I moved on to the Muskegon River in Michigan. This River runs into Lake Michigan below a dam which keeps in icefree. It was running 1500 cfs that day. The river reminded me of the North Santiam below Fisherman's Bend. The water is a tea-colored and tannic. </div>

Please note the snow falling.The Bird is a Mute Swan, a non-native invasive species that has significantly impacted native waterfowl. I fished hard and long, swinging flies. I got one good tap that straightened my line for a for a second but no hookup.I did see another boat using a bobber and bead land a nice 25 inch chromer. I kept my honor clean by swinging. The locals like bright flashy sculpin patterns. </div>

The Great Lakes have been severely impacted by exotic species including like Pacific Salmonids, Mussels,Carp,Round Gobies,Lampreys,Swans, and a bunch of unwanted plants. Some of these exotics do improve the life of the sports fisher and are worth checking out. I was told that they are expecting a real good Chinook run in Michigan this autumn. The Lake Michigan flats also produce forty pound carp every autumn that take a fly better than their Pacific Northwest cousins. It isn't wilderness fishing for native wild fish,but most of us have Midwest relatives, and the fish are a great way to get away from the in-laws for a day.<br />

My oar had a big crack it from last season,well it finally broke last week on a rock up by Dodge Park.<br />
I was walking the beach while my clients were fishing and saw this black chunk of plastic and thought that looked familiar. Decided to check to see if it was the piece of my oar that broke off and it was a perfect fit. WEIRD or LUCK?<br />

Ok now this where the day gets really weird, we are having lunch enjoying some lunch time sun.<br />
Then out of the sky this object comes down and crashed in the middle of the river, I thought at first it was a Osprey hitting a fish(the under color of the plane was white). As this object popped up out of the water I noticed it was Red and looked like a plane,so we picked up our lunch gear and went racing after it. We finally caught up to it it figured out it was a remote controlled plane, with a phone number and reward if you find it. So we called Bob to give his plane back.<br />
I finally was able to give the plane back to its owner mainly to find out what happen and why he lost control of it. It is suppose to have a return home device built in to the plane but something happened and it got out to far for the pilot to control the plane and will crash with no one flying it!<br />
The owner had 2 cameras on the plane both came off when it hit the water. That would be some great Video! WEIRD or UAV SPYING ON FLYFISHERMAN<br />

Now it is after are lunch time fun,we are fishing hard to see we can catch another steelhead.<br />
One of my clients hooks up with a good fish, being a beginner I am yelling at him to let the fish run, don't touch the reel. As I was saying this I can hear the reel Whacking the HELL out of his knuckles.<br />
Then the next thing I notice is the drag has stopped and there is a huge backlash in the reel.<br />
I tell my customer we need to start chasing this fish because we have no drag, and we half to catch up to gain some line back on the reel.<br />
I manage to get some of the backlash out, then this good size steelhead takes another big run and jumps.<br />
At this point the rod is pointing straight at the fish, I was just crenging waiting to hear the 12lb Maxima to let loose and then the fish came off.<br />
We reel everything back to see we have a bent hook, I like to use Owner Hooks because they are very strong but I guess you can still bend them out when everything is going crazy and your drag fails!<br />
WEIRD or JUST STEELHEAD FISHING MISHAPS<br />
<br />
This will be one of those days I won't forget, Strange things happen when you are on the river!<br />
